Cleveland Baker is a results oriented, innovative, leader with expertise in business and financial management, all aspects of contracting, procurement, marketing and administration. He is a 23 year Veteran of USAF and has 21 years and 6 months of experience in executive roles with the SBA, serving as Acting Assistant District Director for Minority Small Business and Capital Ownership Division; Lead Business Development, Marketing and Outreach Specialist; Warranted Contracting Officer; Project Officer; HubZone Liaison Officer and Native American Liaison Officer.

Directs and monitors 8(a) programs for over 190 Minority Disadvantaged Businesses in 32 counties, representing more than $40 million in annual gross sales.

Manages all aspects of “Management and Technical Assistance Program, Section 7(j)” providing education for minority businesses representing $3-4million.

Initiated the “Community Express Loan” program extending $1,000-$15,000 SBA loans to small businesses.

Conducts presentations, workshops and other training programs for small businesses, government entities, prime and sub-contractors and lending institutions.
